FY25 Indirect Cost Supplement – RELEASED

The FY25 Indirect Cost Supplement is now available in GME.  Based on an in-depth field test, the data sheet for the FY25 supplement is very similar to that from FY24.  Please review the updated FY25 Indirect Cost Request Fast Facts linked here. This and other resources are also available in the GM Resource Library.  Counties, IHEs and other Government Offices will continue to have the ability to request their rates through an Indirect Cost – Counties, IHEs and Other Gov’t supplement in GME. Maintenance of Effort (MOE) Update

It has come to our attention that several LEAs have experienced anomalies in some of the data fields populated in the Maintenance of Effort (MOE) testing for FY25. We are currently working on troubleshooting and resolving the discrepancies. Once the system issues have been fixed, we will re-run MOE and generate new notifications for LEAs. ADE will send communication once the MOE test has been re-run. We appreciate your patience while we are working diligently to resolve this matter.

New GEPA Requirement in FY24 Applications as of July 1, 2023 (7/3/2023)

 GEPA

As of July 1, 2023 all federal grant funding applications in the GME system will include a section to which will satisfy the requirements of Section 427 of the General Provisions Act (GEPA) (20 U.S.C. 1228a).

Section 427 requires each applicant for funds to include in its application a description of the steps the applicant proposes to take to remove barriers and to ensure equitable access to, and participation in, its Federally-assisted program for students, teachers, and other program beneficiaries.

What you need to know for FY24:

·         The GEPA page will only be visible once the application is in Revision status

·         The page will be found in the section titled General Education Provisions Act (GEPA).

o   Will not impact original applications

o   Required with first revision

o   A validation error will prevent application status from being changed to CR Draft started if the GEPA page is not completed.
·        There is not a minimum word count for a GEPA statement

What you need to know for FY25:

·         The GEPA page will be part of the Original application and will be required on initial funding application submission

New Required SEL Attestation (4/7/2023)

SEL Attestation

ADE is requiring that LEAs sign an attestation form when requesting to utilize grant funding for Social Emotional Learning (SEL) activities.  Schools will attest that the SEL product, personnel, program, or activity paid for with grant funding will be used to: (1) improve academic outcomes free from distractions; (2) treat every child with the same respect and dignity regardless of race, ethnicity, gender, or sexual orientation; and (3) emphasize components of the Six Pillars of Character: Trustworthiness; Respect; Responsibility; Fairness; Caring; and Citizenship.

These criteria will apply to any new grant applications as well as any revisions to existing grants. LEAs should contact their program area specialist with any questions related to specific SEL funding requests.

  • SEL Grant Request Attestation form and directions can be found in the LEA Document Library in FY23 and FY24.
  • After downloading and completing the form, it should then be uploaded to the same location in the LEA Document Library in FY23 and FY24.

Charter Questionnaire and Assurances 

  • All charter organizations must complete the FY25 Charter Questionnaire and Assurances document in GME. Upload this along with the organization chart in your 2025 subfolder of the LEA Document Library, by 5/31/24.

  •  The template of the questionnaire/assurances is included in the Charter Questionnaire and AssurancesDownload, complete, and upload back to that folders. A screenshot of a computer Description automatically generated

  • Also provide a copy of your organizational chart, submitted via the Org Charts. 

  • Link to the announcement sent to all Charter Business Managers: Announcement 

Funding Application Revisions 

  • Revisions cannot be started or approved after the project end date. Please revise and submit needed changes to your funding applications with enough time for them to be approved before the project ends. 

  • Funding Applications that do not receive original Director approval prior to the project end date will result in forfeiture of funds. 

Single Audits 

  • LEAs who have not completed the Single Audit Questionnaire that was due by 12/31/23 are on Fiscal Hold. 

  • Eligible LEAs who have not submitted their Single Audit Reporting Package by 3/31/24 are on Fiscal Hold. 

Quarterly Reports 

  • The Quarter 3 Quarterly Reports have been uploaded in your LEA Document Library. Find the Fiscal Quarterly Report FAQ here

  • If you would like to request 1:1 assistance and support with submitting reimbursement requests or other processing needs, please contact your assigned Grants Coordinator at 602-542-3901, option 2, to schedule a virtual technical assistance session. 

Tip of the Month 

  • Internal controls play a pivotal role in safeguarding the integrity of financial reporting and regulatory compliance. Findings may be issued for lack of suspension and debarment verification and/or conflict of interest policies. ADD these to your documented policies, if they aren’t already included.
